The Philippines is unusual: most nationalities get 30 days visa-free, then extend in-country repeatedly at a BI office — up to 36 months total without ever leaving. A visa run is only needed if you'd rather not keep extending, or you've hit the cap. Manila and Cebu are the gateways.

Usually not for a long time. The 30-day visa-free entry extends in-country in steps out to 36 months. People do a run to reset the extension chain, avoid the escalating extension fees, or because they're travelling anyway.
Kota Kinabalu, Singapore, Hong Kong, Bangkok and Ho Chi Minh City are the short hops. Kota Kinabalu (Malaysian Borneo) is often the cheapest from Cebu.
Just keep extending at the Bureau of Immigration — 29-day or 1-/2-month blocks, with an ACR I-Card required after six months. Cheaper in airfare, more in cumulative fees and BI visits.
